Profile Summary

A ‘Silver Star’ Awardee from the Hon’ble President of India and belonging to the 1991 Civil Services Exam Batch, Dr. Srinivas from the Indian Railway Personnel Service (IRPS) has been leading multi-disciplinary teams and driving Capacity Building in the Government Institutions for over three and a half decades. His expertise has been in Developing Human Resources; Designing and Delivering Capacity Building Programs for Officers of the State and Central/Civil Services; Developing & Implementing Good Governance and Policy Initiatives; Managing Change in Organisations, Spearheading Labour Reforms and Handling Labour Disputes. He has travelled extensively in India and Abroad to countries like Switzerland; South Africa, Russia, Italy, France, Singapore, Malaysia, USA, UK, Abu Dhabi, Dubai and Sharjah. His Training Interventions at the International Training Centre of the International Labour Organisation (ITC-ILO), Italy (while being on its Board) and the BRICS Network of Labour Research Institutions (04 other BRICS Countries) as well as Conceiving and Signing MoU’s with both these Institutions have been well appreciated by the Government.

Dr Srinivas has diverse experience of having worked with the (a) Indian Railways, in various capacities heading the Human Resources & Administration Functions (b) Andhra Pradesh State Training Institute – Dr MCR Human Resources Development Institute of Andhra Pradesh (MCR HRD IAP), on deputation, as Professor & Addl. Director General (In-charge), contributing to the State’s Capacity Building & Governance Reforms Initiatives (c) Ministry of Labour & Employment, Govt. of India on Central Deputation, heading the V V Giri National Labour Institute as its Director General, while in the Joint Secretary level, and (d) Airports Authority of India, a CPSE of Ministry of Civil Aviation as its ‘Board Member’, while in the Additional Secretary level heading its  various  departments like the HR & Admin.; Commercial, Legal, Corporate Communications and Training & Development etc. He is also a Consultant / Advisor to different organizations.

Career Experience

1. Whole-Time Board Member (Human Resources), Airports Authority of India (AAI), Govt. of India, New Delhi

  • Apart from Human resources, Industrial Relations & Administrative Functions, other functions under the direct charge were the Commercial Department generating annual revenue of Rs 1460 Crores, Corporate Communications/Media, Legal & Arbitration, Training & Development. (Indian Aviation Academy), Rajbhasha and Estate Management.
  • Was part of decision-making body at the highest level of AAI, a CPSE generating an annual Revenue of over Rs 20,000 Cr.
  • Managing the 16,000 Permanent Workforce and another 20,500 Outsourced/Contractual working in 164 Airports in the country spread across the length and breadth of the country from Leh in the North to Port Blair in the South and Tezu in the East to Bhuj in the West, with 9500 critical Air Traffic Controllers and Communications, Navigation and Surveillance workforce controlling around 2.8 million Square Nautical miles of the entire Civilian Airspace of the mainland India and its adjacent Oceanic Regions.

2. Ministry of Labour & Employment, Govt. of India ( V V Giri National Labour Institute - VVGNLI)

  • In the capacity of Director General of the National Level Institution, Administered and Managed all the Activities/Services related to Training & Development, Research, Consultancy, Publications & Information Services, Networking with other National & International Institutions, etc.
  • VVGNLI acted as a Think-tank for the Ministry of Labour and Employment, providing inputs for formulating and implementing policies and programs related to Labour & Employment in India.
  • Had the experience of collaborative working with the International Training Centre (ITC) of the International Labour Organisation, Italy; the BRICS Network of Labour Research Institutions and conducting ITEC-MEA Programs, thus gaining a lot of insights and experience about the functioning of Global Multi-lateral Institutions and Fora.
  • Was a Member of the Team which drafted the 04 Labour Codes viz. The Code on Wages-2019, Industrial Relations Code-2020, Social Security Code-2020 & Code on Occupational Safety, Health and Working Conditions-2020 and provided required Technical Inputs by collaborating with all Stakeholders/Social Partners viz. State Govt.’s/UT’s/ILO-Geneva/ITC-ILO-Italy/Legal experts/ Public Representatives/Trade Unions/ Industry Bodies, etc. These efforts led to Parliament passing these 04 Labour Codes in 2019/2020 and being implemented in India w.e.f. 21 Nov 2025.

3. Dr MCR Human Resources Development Institute of Andhra Pradesh - Advanced Training Institute (ATI) of State Govt. Worked as Addl. Director General (I/C) and Professor (T&D). As Additional Director General (I/C)

    • Oversee and Manage the entire gamut of Administrative & Finance functions of the Institute including the Learning/Physical Infrastructure; Co-ordinate/Liaison with State Departments/ Corporations and assess their employees Training Needs & draw ‘Annual Training Calendar’.
    • Conduct Non-calendared Events/Programs like ‘Chief Whips Conference’ of the Govt. of India, Conference on ‘Farmers Suicide in Andhra Pradesh’, ‘Peace talks between the Govt. of Andhra Pradesh and Naxalite leaders’, Conference on setting up of ‘Agriculture Technology Mission’, etc.

    As Professor – Training & Development

    • Plan, Co-ordinate, Design and Delivered Customised ‘Capacity Building Programs’ titled ‘Governing for Results’ to the Middle and Top management of various Dept’s./ Corporations of the State Govt. along with other 03 other Professionals, aimed at facilitating a more Citizen-friendly performance of the Civil Service Officers and Institutions across the state

Chief Personnel Officer and Chief Personnel Officer, progressing in the hierarchy from the Junior Time Scale to the Higher Administrative grade.
