A ‘Silver Star’ Awardee from the Hon’ble President of India and belonging to the 1991 Civil Services Exam Batch, Dr. H. Srinivas from the Indian Railway Personnel Service (IRPS) has been leading teams and building capacities for over three and a half decades in the Government. His areas of expertise have been in Managing Human Resources and Industrial Relations; Strategizing and Implementing Governance and Policy Reforms; Managing Change in Organisations; Initiating and Implementing Labour Reforms and Handling Labour Disputes. One of the architects of the New Four Labour Codes in the country, he has travelled extensively in India and Abroad and his training interventions at the International Labour Organisation and the BRICS Network of Labour Research Institutions, are quite known.
He has an unique and diverse experience of having worked with (a) the Indian Railways in various capacities heading the Human Resources and Administration Functions (b) the then united State of Andhra Pradesh on deputation while in the Deputy Secretary level, steering the Governance Reforms in the 32 Departments and Corporations of the State (c) the Ministry of Labour & Employment, Govt. of India on Central Deputation, heading the V V Giri National Labour Institute as its Director General, while in the Joint Secretary level, and (d) as a ‘Board Member’ of Airports Authority of India, a CPSE of Ministry of Civil Aviation, while in the Additional Secretary level heading its Human Resources and Administration, Commercial, Legal, Corporate Communications, Training and Development and Industrial Relations Functions.
He holds a Bachelor (Honour’s) Degree, Master’s Degree, Doctorate (Ph.D.) and a Post-Graduate Diploma in Management (PGDM) from the Management Development Institute (MDI). He has been trained at reputed International Institutions like the “Institut Europeen d’Administration des Affaires (INSEAD)”, Singapore; “International Centre for Leadership in Finance (ICLIF)”, Malaysia and the “International Training Centre (ITC) of International Labour Organisation (ILO)”, Italy and National Institutions like the “National Police Academy (NPA)”; “Indian School of Business (ISB)”; “National Academy of Indian Railways (NAIR)”; and “Administrative Staff College of India (ASCI)”.
He has travelled extensively representing India at the International Labour Organisation (ILO), Geneva, Switzerland; BRICS Working Group at Durban, South Africa; ILO’s Conference on ‘Future of Work’ at Singapore; ‘World Skills’ Conference at Kazan, Russia and Board of International Training Centre (ITC) at Turin, Italy. He was instrumental in India signing MoU with the BRICS Network of Labour Research Institutions and the International Training Centre of International Labour Organisation (ITC-ILO).
He has also been Member of Various Committees of the Government of India viz. Member of the ‘’National Apprenticeship Council’; Member of the ‘Minimum Wage Fixation Committee’; Member of the ‘Think Tank of NITI Aayog’, and of course as a Member of the ‘Committee which drafted the 04 Labour Codes’ i.e. the Code on Wages-2019, Industrial Relations Code-2020, Social Security Code-2020 and Code on Occupational Safety, Health and Working Conditions-2020 in consultation with States/UT’s/ International Labour Organisation/ Parliamentary Committees/ Trade Unions of the country/other stakeholders, which was later passed by the Parliament in the years 2019/2020 and implemented in 2025.
He has also been on the Boards of the Airports Authority of India (AAI), Delhi International Airport Limited (DIAL), and Airports Authority of India Cargo Logistics and Allied Services (AAICLAS) as a Member and as Chairman of the Deoghar Airport Limited (DAL). Presently, his services are available as a Consulatant and Advisor to various organizations-Government and Private.
He is a motivational speaker and has been a Guest Faculty to various International and National Institutions. His interventions at the International Training Centre (ITC) of International Labour Organisation (ILO) and BRICS Network of labour Research Institutions are quite known. He has also been a regular speaker at the National Industrial Security Academy (NISA), National Police Academy (NPA), National Institute of Rural Development & Panchayati Raj (NIRD & PR), National Academy of Indian Railways (NAIR), Indian Railway Institute of Financial Management (IRIFM), Dr Marri Channa Reddy Human Resources Development Institute, to name a few.
