Dr. Srinivas Hanumankar

Dr Srinivas has a diverse experience of having worked with the (a) Indian Railways in various capacities heading the Human Resources and Administration Functions (b) State Training Institute of Andhra Pradesh Government – Dr Marri Channa Reddy Human Resources Development Institute of Andhra Pradesh (MCR HRD IAP) – on deputation as Professor & Additional Director General (In-charge) while in the Deputy Secretary level, steering the Governance Reforms in the 32 Departments and Corporations of the State while working on a project funded by the DFID, UK (c) Ministry of Labour & Employment, Govt. of India on Central Deputation, heading the V V Giri National Labour Institute as its Director General, while in the Joint Secretary level, and (d) as a ‘Board Member’ of Airports Authority of India, a CPSE of Ministry of Civil Aviation, while in the Additional Secretary to the Govt. of India level heading its Human Resources and Administration, Commercial, Legal, Corporate Communications, Training & Development and Industrial Relations Functions.

1. Whole-Time Board Member (Human Resources), Airports Authority of India (AAI)

Apart from HR, Industrial Relations and Administrative functions, the other Functions under the direct charge of Member (HR) were the entire Commercial Activities of the AAI Airports in the country, Corporate Communications/ Media, Legal & Arbitration, Training & Development, Rajbhasha of the AAI and Estate Management.
Was a part of the decision-making body at the highest level of AAI which is involved in construction & Maintenance of Airports in the Country and generates an annual Revenue of over Rs 20,000 Crores.
Managing the 16,000 Permanent Workforce and another 20,500 Outsourced/Contractual working in 164 Airports in the country, with 9500 ATCO/CNS controlling about 2.8 million Square Nautical miles of the entire Civilian Airspace of the mainland India and its adjacent Oceanic Regions.
During the short tenure of less than 03 years, AAI saw an overall near 2-fold rise in its Revenues (Rs 12,172 to Rs 20,648 cr.) and near 2.5-fold rise in PAT (Rs 2972 to 7233 cr.) due to various strategic & Policy Interventions of HR, Commercial, Legal/Arbitration, Operations/AN Services.

2. Ministry of Labour & Employment, Govt. of India ( V V Giri National Labour Institute - VVGNLI)

As Director General of the National Level Institution, Administered and Managed all the Activities/Services related to Training & Development, Research, Consultancy, Publications/ Information Services, Networking with other National/International Institutions, etc.
VVGNLI acted as a Think-tank for the Ministry of Labour and Employment, providing inputs for formulating and implementing policies and programmes related to Labour & Employment in India.
Had the experience of collaborative working with the International Training Centre (ITC) of the International Labour Organisation, Italy; the BRICS Network of Labour Research Institutions and conducting ITEC-MEA Programs, thus gaining a lot of insights/experience in conducting T&D/Capacity Building programs for the different Functionaries at the National and International levels.
As a Member of the Team which drafted the 04 Labour Codes viz. The Code on Wages-2019, Industrial Relations Code-2020, Social Security Code-2020 and Code on Occupational Safety, Health and Working Conditions-2020, provided requisite Technical Inputs Collaborating with all Stakeholders/Social Partners viz. State Govt.’s/UT’s/ILO-Geneva/ITC-ILO-Italy/Public Representatives/ Legal experts/ Trade Unions/ Industry Representatives/ Civil Society members, etc. These efforts led to passing of these 04 Labour Codes by the Parliament in 2019 & 2020 and being implemented in India w.e.f. 21 Nov 2025 by the Ministry of Labour & Employment, Govt. of India.

3. Dr Marri Channa Reddy Human Resources Development Institute of Andhra Pradesh (MCR HRD IAP) - The Advanced Training Institute (ATI) of State Govt. of Andhra Pradesh - Worked as Addl. Director General (I/C)/CAO and Professor, Training & Development. The Job profile was:

As Additional Director General (I/C) & Chief Administrative Officer

Oversee and Manage the entire gamut of Administrative & Finance functions of the Institute including the Learning/Physical Infrastructure; Co-ordination/Liaison with State Departments/ Corporations, assessing their employees Training & Dev. Needs & drawing Trg. Calendar; conduct Non-calendered Events/Programs like ‘Chief Whips Conference’ of the Govt. of India, Conference on ‘Farmers Suicide in Andhra Pradesh’, ‘Peace talks between the Govt. of Andhra Pradesh and Naxalite leaders’, Conference on setting up of ‘Agriculture Technology Mission’, etc.

As Professor & Head – Training & Development

Plan, Co-ordinate, Design and Delivered Customised ‘Capacity Building Programs’ named ‘Governing for Results’ to the Middle and Top management of various Dept’s./ Corporations of the State Govt. along with a team of 03 other Professionals, aimed at facilitating a more Citizen-friendly performance of the Civil Service Officers and Institutions across the state
32 Depts/Corporation specific ‘Training & Development’/ ‘Governance & Policy Reforms’ Modules were developed and delivered focusing on ‘Citizen Charter’, ‘Work Processes Improvement’ and ‘Capacity Building’ in collaboration with DFID, U.K. & Centre for Good Governance (CGG).

4. Indian Railways, Ministry of Railways, Govt. of India:

Had worked in various capacities in different Zones of Indian Railways. Had worked at the Divisional level as Assistant Divisional Personnel Officer, Divisional Personnel Officer, Senior Divisional Personnel Officer, Senior Electronic data Processing Manager and at the Zonal Level as Senior Personnel Officer, Deputy Chief Personnel Officer and Chief Personnel Officer, progressing in the hierarchy from the Junior Time Scale through Senior Time Scale/Junior & Senior Administrative Grades to the Higher Administrative grade.
Have had the experience of Managing the entire gamut of Human Resources Development Chain viz., Manpower Planning; Recruitment through different streams; Placement & Promotions through different Modes; Horizontal movement/Transfers of Employees; Training & Development of the entire Workforce; Employees Salary/Allowances/Compensation Management and their Welfare; Manpower Redundancy due to Technological Change from Steam to Diesel to Electric Traction and their Reskilling/Multi-skilling and Redeployment; Maintaining Industrial Relations; Stakeholders/Trade Unions/Associations Management; e-HR and e-Governance initiatives; Vigilance & Disciplinary Management; Statutory/Legal/RTI/Compliances of over 01 lakh employees while posted in Zonal Headquarters & about 25,000 employees while in the Divisions.
Introduced numerous initiatives with focus on IT, Transparency and Smart delivery of services.
